Prime Minister Julia Gillard faced a small but vocal group of protesters as she launched Labor's climate change policy in Brisbane this morning.

One person burst into the room and was removed by security during Ms Gillard's speech at the University of Queensland.

The protest, by the climate action group Six Degrees, threatened to overshadow the announcement of Labor's plans to tackle climate change.

The centrepiece of the plan is a so-called "citizens' assembly" which would gather together volunteers to sound out public support for a price on carbon

But the announcement has already been roundly criticised by the Opposition and Greens.

The assembly would be made up of up to 200 volunteers and would work alongside a group of scientists appointed by the government to advise it on climate change.

Opposition climate change spokesman Greg Hunt says the committee will make no difference.

"All Julia Gillard has done is provide an excuse not to take any action before the 2013 election," he told AM.

"This is classic Labor chaos. She believes nothing, they've achieved nothing. They're about to do nothing."
